Most of the nations who took down Napoleon headed up the Congress. Aside from splitting up lands that Napoleon conquered, the diplomats at the Congress of Vienna also wanted to discuss what Europe’s power structure would look like during the rest of the 19th Century. With no Napoleon to rule France, the rest of Europe sponsored the Bourbon Restoration to make France a monarchy once again.
